Professional Filming or Photography

Anyone wishing to engage in professional or recreational filmmaking or photography in or around the Hunterdon County Library (Headquarters, North County Branch, South County Branch, and bookmobile) will be required to adhere to the County’s Policy for Use of County Lands, Facilities and Meeting Rooms, section 2.1.4.

The Library Commission will advise the County of their recommendation regarding filming within the library buildings or grounds.  The commission will make their decision based on the appropriateness of filming in an environment populated by patrons ranging from the very young to the very old, and the amount of disruption within the library caused by the filming. If approved:

1. The filmmaker and crew must abide by the Library Use Policy. If exceptions need to be made for the purpose of the film, the exceptions must be identified.
2. Filming must take place during hours of operation.
3. Filming must not interfere with the daily operation of the library.
4. The filmmaker must contact Library Administration at least sixty days prior to recording with the following information:
   1. Date and time of proposed filming, including a start and ending time
   2. The topic and purpose of the film
   3. The number of people involved
   4. A list of equipment to be used and power and/or Internet access requirement
   5. The space or area inside or outside of the library requested for use
5. Filmmakers cannot solicit staff or library patrons to participate in the production.
6. The filmmaker must supply public signage notifying of filming.

Personal Filming or Photography

In general, individuals have the right to film, record audio, or take pictures of anything and anyone visible from a public space, including public employees. However, limitations include:

1. All members of the public must abide by the Library Use Policy.
2. Filming or other recording must not interfere with the daily operation of the library or with the public’s use of and/or access to the library and its services.
3. Filming or other recording is only allowed in public spaces and is not permissible in restricted or staff-only areas without permission.
4. All members of the public are entitled to their First Amendment Rights and must also abide by all state and County laws.
